Selective "Upload limiting" should work well if the new load-balancing
system (proposed on @freenet-dev, with queues and "tit-for-tat"), gets
implemented since this means that peers would also scale back to some
degree if you do. Also, it would hurt your performance if you limit too
much, which is a good incentive not to overdo it.

I also think its a good ida, btw. It is your bandwidth and peers, you
should be able to control it! The network and the other peers should be
able to handle any setting you can throw at it, basically. Any system
like this though, would need, imo, to let all unused bandwidth be used
by other peers if possible so that bandwidth isnt "wated" because your
friends arent online, or using their alloted quota.
